Complaint heard by Village of Holbrook on Village Ordinance violations

The Holbrook Village Board met Monday, December 14, 2020 for their regular monthly meeting.

The board listened to a complaint from Elvin Wallgren regarding his neighbor. Wallgren stated that his neighbor has 250-300 sheep and goats. Because of the smell he is unable to open his windows. The waste from the animals runs down the ditches and clogs up the culverts. He has had to call to have them cleaned out several times. There are a great number of newly erected pens and buildings that are not permitted. These also encroach upon Wallgrens property. Wallgren also stated there are a great number of unusable cars parked around the property.

Village Attorney, Nate Mustion, listened to the complaints. After reviewing the village ordinances Mustion found several that were being violated. Mustion stated he would send a letter to the offending neighbor with a list of the violations along with pictures documenting the violations.

Corey Groves with ATC Communications shared a potential project with the board. ATC would like to use the power poles in Holbrook to string their fiber on. The poles in Holbrook are in very good condition and would be able to handle any additional weight. With the increase in underground sprinklers it makes it very difficult for the company to plow or boar fiber underground. Holbrook has a large customer base that are currently using high speed internet. The addition of fiber to the community would fill a great need. ATC would work with Olsson Associates and Twin Valley for the project. The project would be completed sometime in the spring or summer.

Village Attorney, Nate Mustion, shared several letters had been sent to the owners of the derelict buildings on Center Street. Mustion is waiting for responses from the owners. If they do not respond within the allotted time period Mustion with then file with the court to foreclose on the properties. The town would then be able to demolish the buildings and assess those charges against the property.

Village Superintendent, Mark Weatherwax, reported a Christmas tree had been placed in front of the village office. Weatherwax is working on the nuisance properties.

The board discussed possible nominations for the zoning committee. Nothing was decided at this time.
